I am a surveillanced individual with experience.. I began to become aware I was surveillanced since, 1997, when those who surveillanced gave me hints that I was in fact being watched. These hints happend in the form of quick 15 second communications to me, most of the time. At first, I heard the voices of people wirelessly who portrayed themselves to be local police and investigators speaking to me through my chip implant. These were big hints they placed over to me to awake me to the understanding that I was being surveillanced, just as I had suspected. Then I heard a voice that sounded like my boss and best friend, who is a Christian, speak to me saying that he was bonkers for these chip implant surveillances of me that had been presented him by authorities. He implied that he would become famous and be the leader of this throughout the community and the rest of the world. He had good relationships with pastors all over the city and was the one who founded a city wide organization of independent pastors. They were lone pastors, in other words. Plus, he had lots of influence with the mafia, because before he got saved he used to run with the mob. This shocked me. He said with his influences he wanted to make these surveillances legal in every police department across the entire nation.I never wrote to the federal government about these occurrences, because I knew I needed some kind of tangible proof. But before this, I did feel the awareness of being surveillanced or shadow tracked wirelessly, while I was leaving the military base at, Fort Lee, Virginia. Then I encountered other experiences. Soldiers who did not speak to me, but portrayed themselves through mental visualizations as going about the entire neighborhood introducing that I was under surveillances and that they needed their cooperations announced themselves. These only spoke as if they were speaking to neighbors. How could I write to the government about such things? I needed something tangible. Then after I broke up with my girlfriend, I saw mental visualizations that looked like her standing in the alley with my neighbors witnessing surveillance gadgetries she had been introduced to of the local police. I thought it was them in the flesh, but later I realized they were just mental visualizations. They made comments amongst themselves and were there just watching. I believed then, that she had portrayed me as someone who was so jealous that I was going to kill her. Well, that was never the truth and I imagined that my life would under surveillance discover the truth of the matter. These were encounters I had and they who surveillanced portrayed to me that she had betrayed me and lied to the police about me, so they could get me activated under surveillances, to become famous. Then they got someone to imitate my best friend to me wirelessly, speaking like he does, that portrayed to me for years that he was there to rescue her and was fanatical about becoming famous with these surveillance devices. And also that he had established his own city wide community surveillance projects to assist the local police department. I believed it was so, since he had the influence. Then he invited me to his house one day and introduced me to the main general of the United States Army, here at Fort Bliss, Texas he used to play tennis with. That coincidence made me believe my best friend in the Lord, George Blancas, was a part of these surveillances. I spoke to him later and the military who surveillanced me continued to used coincidences, possibilities, and my suspicions of him against me to portray this world that was not so to be a reality, live. Well I moved from city to city, trying to get away. I believed that I could somehow speak to these new community authorities that would surveillance me through my chip implant and that they would listen to my side of the story. This, I believed, would at least cause them to let me live in peace and serve the Lord without community surveillance projects. They would see that the El Paso Police were wrong in implementing these surveillance community projects and they would favor a more constitutional setting and way of life for me, though they surveillanced. So I thought. I had nothing to fear, since I did nothing wrong or worthy of these surveillances. I had no felony records and I was honorably discharged from the Army. I would repeatedly explain to them that surveillanced in sittings how my x-girlfriend betrayed me, for the goodies, to become famous. And that she had portrayed me as someone who would kill her, falsely. This for the fame, since she found out that the Army wanted the police department to get me on surveillances. Besides, they who surveillanced would see that I am someone who serves the Lord and would let my life, as they see it, tell them the whole story as to who I really am.

Before 2004, I used to think I was targeted by exotic weapons of military who surveillanced me along with the entire community, so they could just try them out to see how they functioned and what they did to someone. I only believed this to be true or possible during a very little, small fraction of my life. This was in answer to my many years of prayer. This is when they began not only communicating to me, but also demanding conversation with me, for the very first time ever. On other occassions they always, since 1997, would only say something briefly and then just disappear. They were never as persistent as this, to exist being a part of my life, daily. This without apology or shame. This is where most of my exposures, relational explanations, bridgings, and putting together of clues and facts come from. Then, most by accident and others on purpose, began to show me how all these affects I thought could only be produced by electromagnetic, microwave, sonic, or direct energy weapons were in fact done through the use of wireless chip implant technologies. This showed me this is all it ever was, from the start. Then in 2004, when I was living in Austin, Texas, they started to communicate with me vividly, without apology and without hiding, anymore. They demanded me to communicate with them. They could hear me speak with their devices and could even read my thoughts. We had our conversations. They portrayed themselves as high ranking police, who were there to rescue me, because they were drastically afraid that my girlfriend, was going to kill me or have me killed. That is after I left church, due to these surveillance suspicions, that I falsly interpreted as fact. The pastor could not take my interrogations and suspicions anymore, so he told me to go look for another church. She turned out to become psychotic, criminalistic, mean, vicious, violent, and unashamed of being that way towards me and everybody. She hung around the Crips and the Bloods, and was forcing her way with them into my apartment. That's why they first started to communicate with me wirelessly that way. They truly were out on a rescue mission. Well, I left her after time, soon. These were communicating to me vividly and plainly warning me about her, because they feared she was going to have me killed once I threw her out of my life the way I was planning on doing. They spoke to me through mental visualizations that were images that looked like animated characters, that looked like police officers. Then they followed me to Davenport, Iowa, where I went to take my girlfriend home to her family, since she lost her apartment. I just wanted to serve God. Well, it was there that fierce, psychotic speaking individuals bagan to introduce themselves to me, portraying themselves to be the mafia, who had captured one of the police ladies that spoke to me using these surveillance gadgets. They said to me that they accused her of knowing something about the government creating a thought police and that they forced her to comply. She then spoke to me and said that she was there with all the Black Gorilla Family, the Crips, and the Bloods. She said she wanted to be there so that the US Government would break a deal with them concerning these devices. They portrayed themselves as having the ingenuity to replicate these devices and sending them to throngs of Blacks to protect themselves and their race with this knowledge. That was my first answer to my prayers. I had tangible evidence for me that I was not imagining things, I was in fact chip implanted, and I was surveillanced. Well, for years, since then up until 2007, they had me believing that the mafias were surveillancing me and communicating to me. Then, they portrayed they finally broke a deal with the US Government and that US Federal Officials were handed over these devices of them. This went on till about, late 2008.

Then it was some time after that, that the military revealed to me the truth. They told me with certainty who they were. They were only the military sent to surveillance me, all along. Then it was that I began to understand the whole picture why it is that victims of electronic harassments and surveillances remain without civil federal government rescue. It has to do with the fact, as this entire report will show, that the military government sends their military to surveillance, but never informs the civil federal government so that no record of their doings will exist, which enables them to ensure invisibility. If they had informed the civil federal government, then they would have taken government action by adding the two (2) together. The civil federal government record of accounts of their doings and activity, plus the complaints of victims of electronic harassments. But why they told me the truth was to save me. This is because, they were sick of having me believe strange worlds about who it was that was surveillancing me. There were cruel, hateful, and unmerciful military who continued to make me believe that the community and the police were surveillancing me and wanted to get rid of me, before they suffered any punishment, as a result of all the things I conveyed over to the US Federal Government in writings. This was when they portrayed themselves as top US Civil Federal Authorities to me, that had come to rescue me from the mafias. But they were cruel, hateful, criminalistic, violent, unmerciful, and they treated me with vicious prejudices. I wrote about these things, reporting them to the US Federal Government. These opened my eyes. It was the answer to my continual prayers to God, for long, since about 1997. And that was that God would show me the end of these surveillances. It was only the military and not any civil faction of any government or community I belonged to. That was my salvation. God has broken the bondages with which I was chained. I am set free, for life. The military tactics they use on the individual they surveillance are geared to cause them to believe neighbors and others around their community know and have something to do about the surveillances. But they do not, at all. It is just them, the military portraying that these things are so. And they use coincidences to work for them. Especially, the coincidences of people you know, feedbacking to you, things concerning what you said to them about you believing you were being surveillanced and communicated to. That is if you have at all told anyone you know about this. Others do this due to rumors they heard about it and you.

Nobody, other than the military who surveillances you, knows. And that is a fact. The U.S. Civil Government would have found out and have attacked it, with immediacy. Politicians, even though they might not be sincere or caring, would champion your cause, for political influence so he or she could be remembered and re-elected. The militaries are suveillancing people without approval of the civil authorities of their nation. This they do for long spans of time or even for life. This surveillancing and gathering of your private and personal information gives the opportunity to study you and your relations, so much, that they know how the people you meet up with or have known act, talk, and particularly express themselves. They even know what common phrases or terms they always use to express themselves with. They study the mannerisms and tones of voice they use to express themselves with. Well, they end up practicing how they can mimick them, in ways that portray an authentic replication of who they are to you. They use these impersonations on you for games to entertain themselves with. They imitate these people you know and that you meet up with to see if they can spook you out and cause you to live believing everyone is out there surveillancing you. And they see if they can cause you to live, perhaps, for the rest of your life like that. This is because to them you are some sort of hilarity or hilarious depiction.

How can they accomplish all of this? Well, it has to do with them being able to hear everything you say and hear with your ears. They can see everything you see too, wirelessly. And they can make out most of your thoughts, through a wireless chip implant inside of you. That is how they are able to tell you verbally by two-way communications what you are about, as though they knew what you were thinking. I am presenting information at the bottow of this testimony to you, so you can see if these things match with things about you. Perhaps, you are not chip implanted. But, I wonder, how come most of the people who have these experiences like I do say those voices that communicate with them can relate to them, according to what they have done and are all about? How do they know? But who knows, you might not be chip implanted at all, by a fraction of a possibility. So then, they can easily become aquainted with the way you act and express yourself and how others do around you, also. So much, for so long studying you for the military government (not the civil government) that they can expertly imitate these people you know. They will do it themselves or get someone who can do these authentic imitations of them to communicate to you. The military will use that to make it seem to you that it is those people you know speaking to you, when it is truly them, only. It is the military injecting ideas and impersonations into your head to cause you to believe what they are portraying to you is authentic and real. Remember, they have studied you for so long, seeing everything you see and experience, that they got the entire graphics on everything about you and your surroundings. They fool you and get a kick out of it. That can, and will destroy something, if not everything in your life that you love and hold dear. They may not care at all. But, I believe others do and kind of go easy on the surveillanced victim. But, they will not reveal to you that it was only some characterizations they put on. And that is what makes them mean and unmerciful, leaving you like that, thinking that someone throughout your neighborhood is part of it. One thing you got to realize, is that it is impossible for all members of an entire community to be part of these surveillance projects against anyone, here in America. I believe anywhere else also, for that matter. The militaries of all nations seem to keep these things secret, not even allowing the civil government of their nation to know anything about it. This is how they keep themselves invisible. If it was public, someone would have blown the whistle and reported it to someone that they had knowledge that these surveillances were performed against you in one way or another. This, until civil or human rights activists and advocates got the sniff of these facts. Then they would have readily attacked it, spreading information about the matters at hand by showing evidence about it. It has to do, truthfully, with the military that is surveillancing you just entertaining themselves, playing tricks on people. They also do this to get practice impersonating individuals so they can accomplish beautiful acting stunts on you. And at the same time, detail it over to the military government how their uses of these devices are super good ways to disable terrorists. This they do, by falsifying that there were true and real emergency situations that triggered the have to do these things. You got to kick out that mentality that everyone out there around your community is surveillancing you or also has something to do with it. You got to bind it all in the name of Jesus, plead the blood of Jesus, rebuke it in the name of Jesus, and take authority over it in the name of Jesus, when ever these things bother you. You got to snap out of it in the name of Jesus. There are fierce effects and consequences for not doing so. You can begin to suspect your own family. And your family will only freak out about the whole thing, because they are truly not guilty. Nor are your friends. The same goes for them, too. And once you believe the police in your city know about the surveillances, they got you hooked on their tricks, for good. They can portray themselves as the police to you speaking to you. With that they can really control you and manipulate you. You may live in fear, because of it, wondering if what you write over to the government is not too damaging on those police officers who patrol and surveillance you. That might cause you to believe they may retaliate through brutal and dirty police practices and tactics on you for revenge. You will go on wondering if you hurt their feelings offending them with the charges you demand be put on the entire surveillance project. The military will only have fun with you then. And if you tell people about it, that's somehow what I call the worst part of it. You can wind up spitting out strange comments about surveillances to see how people react to it around you, in hopes you can catch something you can read off of their reactions concerning you being surveillanced. You can wind up portraying yourself as unsociable to others that way, without wanting to. And if you accuse them, they will be unjustly offended by you. Just remember, that if they truly knew anything about new surveillance projects in the community concerning you, they would report it up the ladder to the government in fear that one day, it would be used on them, too. The people who you came into contact with are not secret agents, as portrayed to you through military theatrics and communication light shows, but only coincidences. It is all just the military surveillancing you. And don't trust that they will truly care about what consequences you go through, because of their tamperings with you, wirelessly. You look like some sort of hilarity or hilarious depiction to them, since they can see what you see, hear what you hear, and read your thoughts, real time. That means it and you might, just be a joke to them. And if they care, how can they fix it without exposing the true matters of fact to you? And for what? What I believe some do, out of sincerity, is just stop communicating with you again, because they are sorry, so you can manage to cope with life better. I will explain to you how they use these technologies to accomplish electronic harassment tricks, surveillance tactics, and impersonations to master the arts and techniques of it all..

They will turn to use and concoct these tactics, tricks, and techniques of electronic surveillance harassments, because they have the opportunity. It is there! And they know it is impossible for them to get into trouble. So they use them corruptly for entertainment, when they get tired of just doing nothing else but surveillancing you, 24 hours a day, every day. It gets boring, you see. Then they remember they got devices that allow them to interact with you wirelessly, so they reach out for them and use them on you. When you understand this, you will live better off, because your eyes will be opened. And this will cause you to start living your days without trying to outwit the schemes of an entire community that surveillances you, stalks you, and plays dirty tricks on you with what information they learned about you. And you will be relieved and comforted by the fact that it isn't real, after all. There is no one out there, except the military who can rumor anything about your private life. And they will never do that for fear of exposing themselves. Plus, wherever they come from, it is too far away and not in the same community there with you. But, please bear with me and I will show you through explanations how the military accomplishes making you feel that others other than them are the ones surveillancing you. But, there is nothing the military can do, because if they did, like call the police or authorities and neighbors, it would authenticate your story about them electronically harassing you. Yes, all your claims would be traced directly back to them and that event, causing people to wonder, what else could this person that surveillances you have done. They would want information about what types of devices and instruments they used, as well. Trust me, the military would rather you go on believing that someone around your community, including the police knows something about you being surveillanced, than for you to know it is them. And it does them good, because you wind up writing to authoritis that they need to track down those other people whom you believe are surveillancing and stalking you, but are not to blame at all.. Neither can any civilian-person or civil authority come to stumble on the fact that you are being surveillanced, in any way, shape, or form, unless you tell them. This is how clean the military government has kept these surveillance matters and the military they send to you from the civil federal government. That is because it is only the military and they tell no one, including civil authorities. You got to report it, for them to come to know about it. That is only if you wish. I just want to help you through your experiences somehow, so you can live a better life in this world. That's all. In the name of Jesus I propose it for you. It is because, this activity is not healthy for you at all. It is extremely harmful to you socially, which winds up affecting you psychologically, spiritually, and emotionally, at the end. Even when you had stuff stolen, it was never anyone who was surveillancing you, at all. It is just only a coincidence and a military trick to spook you out. They do this by using their wireless communication capabilities, which may include Voice To Skull Technologies, to reinforce your suspicions about it with. This can begin to work on your mind negatively, harming you at the end. This, when you begin to believe that theft or breaking and entering into your home was part of some team effort against you of family, friends, neighbors, or even someone out there in your community that just so happens to be a deviant of some sort, with the ability to surveillance you. Stop believing that theft must be some form of proof and evidence of you being surveillanced or stalked, as part of some community project against you. You need to change that about you and take that out of your mind, because it is damaging to your psychology and emotional well being. Nobody, but the military is part of these surveillancings and stalkings you experienced in the form of electronic harassments. And you having stuff stolen was in fact nothing, but someone who knows nothing about you being surveillanced. They will never know anything tangible about it, but from rumors they hear about you telling people that you believe you are in fact being surveillanced. It is just a coincidence that the miliary uses or will use against your logic of things you question. They do this by using their wireless voice communication capabilities to utter tiny things to you to keep your mind believing that it is, for fun and to reinforce your suspicions they can use for other haunting moments against you. But, what may happen and can happen is that people around you, may become affixed with you if you ever tell anyone you believe you are being surveillanced. They will rumor it off, thinking, how peculiar that guy truly is. It is fact that only a little bit of the people in any group anywhere can ever faithfully keep a secret. These rumors will cause others who are mean to start playing dirty tricks on you for laughs and for the kicks. They may play dirty tricks on you with all that information about you, because they do not like you. This can only happen for little spans of time. Then that begins to look like it is truly real and authentic and that it is proof that someone out there truly does know about these surveillances of the military. Then you begin to start believing that they were part of it, too, after all. But, remember, it is only the military and they will never allow themselves to be identified as anyone who surveillanced you or harassed you electronically. They will never come in contact with your community, because of this, or for any other matter at all, having to do with you. They know and understand that this will only mean trouble for them that might end up haunting them for the rest of their entire lives. They will not do something stupid like that to themselves. They know and perceive they would wind up rumored throughout the community as some strange person who needs to be identified and questioned by authorities. They know this will only lead to their true names becoming rumored or revealed in writings, anywhere. No. They are not stupid enough to risk that on account of you, because they care about themselves too much, just the way everybody else does. This is only natural.

But, all this means that they cannot hurt you socially any more. All they can do is communicate to you wirelessly to spook you out about your surroundings. But, in the name of Jesus, get your sense of reality back together and in order; and realize nobody that surveillances you can physically do anything against you in your community or anywhere else, for that matter. They cannot do anything, but surveillance and cause you to hear voices that they project out to you in many sorts of ways that make it seem like someone in the community that you know or don't know is speaking to you. They can do other things like torture you wirelessly and so on, but they cannot physically hinder you. These are the things you have that God has given you to overcome, survive, and accomplish living successfully with. They cannot and will not ever physically do anything to cause anyone out there to do anything physically to you at all. The cost is too ridiculous of a price for any of them to ever want to pay. You can live in this world with confidence, when you begin to realize that. That will stop you from always becoming suspicious about everything and everybody around you. One way the military accomplishes it, is by what they call, audio hallucinations, that they can project directly to you. It is them silently projecting sound impersonations of the people you know or come to meet at very low volumes.

Now, you will no longer mis-judge others; but you will be capable of finding and appreciating people who are truly sincere about you. You will be capable of making good freinds with others, like pastors. This is when you come to realize that no matter what sort of electronic harassment you experience, it is always the military and not any one else who has any legal power over you or physical access to you. You could even wind up getting beat up by someone some day, just for looking and staring at them, or noticing them kind of funny, at the wrong place and at the wrong time. Then, others can begin to look back at you kind of mean, because they notice you looking at them kind of funny and you did not even realize it, because you are too busy thinking about being suspicious about people being in on the surveillances against you. And that could seriously make someone focus on the way you look at them and attack you. There are terrible deviants out there in the world who have been known to even kill people, just for looking at them funny at the wrong place and at the wrong time. And there are other criminal types who like to bully people around. And if they catch you looking at them all afraid like you suspect something about them having to do with you, they might affix themselves on to you and begin to bully you around the neighborhood, wherever they see you, for a great part of your life, just for the kicks. This until they get tired or the law causes them to stop. But then, you begin to see this coincidence as evidence that they know something too, about you being surveillanced and that they have something to do with you, personally with it. If you accept this as a possibility that can only be true, it will haunt you for the rest of your life.
Nobody, not even the police, run these type of full blown surveillance operations or projects on anybody. Especially, informing the entire community that your private matters are surveillanced in ways that they could see what you see, hear what you hear, respond to your thinking, or even communicate with you wirelessly. There is nothing you have done to merit this, at all. It is illegal, even if you had. Unless, you are building a bomb, which I trust you are not that type at all. Nothing you do in secret or in private is special enough for the military who surveillances you to contact your local police about it. Especially, when it will reveal about some surveillance project or operation that will wind up fully documented throughout local police headquarters. Then it would be open for scrutiny by someone with the power and authority to scrutinize, who will only wind up telling others about the project, until someone with authority will sniff it out and attack it in the name of the United States Constitution, for example.

Nobody can keep a secret. Especially, something like that. Meaning, that someone will continue revealing it, until it winds up in the form of a letter being sent to someone with the power to attack it and expose it as being unconstitutional or illegal somehow. Politicians will do that for the glory, even if they are not sincere, just so they can be remembered of the people as being a champion over this issue, causing the voters to re-elect them by storm. Also, remember, if the police knew about it they would eventually boast about it to neighbors or someone, who would in turn report this police surveillance activity or knowledge about you being surveillanced like that to US Civil Federal Authorities and Elected Officials, who would in turn attack it in response. Someone would report what they knew that police officer told them, in secret, to trigger an investigation that would expose the entire project or operation. Then someone with power in civil government would demand that information be released to them with the power of the United States Constitution. So, it is safe to live with confidence in your community and whereabouts. That, even though you are truly being surveillanced of the military.
