Dear Mr Roux,
Thank you very much for your reply of March 3rd, 2016.
You wrote that the Treaty on the Functioning of the European Union does not confer the EU competence to legislate in the area of the protection of the general public from the potential effects of electromagnetic fields (EMF) and leaves the primary responsibility with the Member States.
You also stated that the European Union has not been empowered to deal with the citizens' personal security issues. Our petition which has the same content as our letter to you has recently received a reply from the Committee on Petitions of the European Parliament, in which they "declared it admissible in accordance with the Rules of Procedure of the European Parliament insofar as its subject matter falls within the sphere of activities of the European Union“.
It therefore appears that your reply did not consider the whole range of admissible activities of the European Commission. We have noted that in Article 6 in the Title I of the Lisbon Treaty (Categories and Areas of Union Competence) "The Union shall have competence to carry out actions to support, coordinate or supplement the actions of the Member States. The areas of such action shall, at European level, be: (a) protection and improvement of human health; (f) civil protection;“ Article 67 also states: "The Union shall endeavor to ensure a high level of security through measures to prevent and combat crime“.
We would also like to draw your attention to another fact. We have noted from the Crowd Control Technologies document initiated by the European Parliament that some Member states of the European Union (the NATO Member states) have accepted the American doctrine of non-lethal weapons, which includes "systems which can directly interact with the human nervous system"

Moreover, there exist concerns and even complaints that those weapons are tested on the citizens of the European Union Member states. Since the major European media do not report on this issue, we may then conclude that the European Union Member states, which are also NATO Member states, are bound to keep those weapons secret and even bound not to legislate against their use. This our conclusion was confirmed by the Polish weekly NIE. When its journalists were asking the Polish Defense Ministry why it did not establish a committee which was supposed to investigate the complaints of Polish citizens that they are exposed to electromagnetic attacks, the defense ministry replied that this topic is subjected to national security information connected with the defense of the nation.

For that matter, the legislation we are proposing, can be enacted in the European Union Member states with much greater success if it is recommended to them by the European Commission and if the EU member states act together - or even if the principle of subsidiarity is bypassed and the legislation is passed directly by the European Parliament.
We have studied the materials sent to us by the Committee on Petitions of the European Parliament. In the P6_TA(2009)0216 (Health concerns associated with electromagnetic fields) the European Parliament "Calls for particular consideration of biological effects when assessing the potential health impact of electromagnetic radiation, especially given that some studies have found the most harmful effects at lowest levels; calls for active research to address potential health problems by developing solutions that negate or reduce the pulsating and amplitude modulation of the frequencies used for transmission“ and "Calls on the Commission, during the 2009-2014 parliamentary term, to launch an ambitious program to gauge the electromagnetic compatibility between waves created artificially and those emitted naturally by the human body with a view to determining whether microwaves might ultimately have undesirable consequences for human health“.
In both calls the European Parliament admits the reality of the dangers we were describing in our enclosed petition.
However, those documents still do not deal explicitly with the purposeful criminal use of pulsed microwaves or other energetic fields for remote control, torture or assassination of people and do not deal either with the subsequent preparation of the legislation prosecuting such activities and establishing agencies tasked with the detection of such activities.
You certainly know that in March of this year the Polish Defense Minister admitted the possibility of the use of electromagnetic fields for remote attacks on Polish citizens,

Which confirms the concerns we have expressed in our letters to you.
We have a confidence that you do not support the criminal use of electromagnetic or other energetic fields against the citizens of the European Union member states and that you will recommend the European Union Member states and even the European Parliament to enact legislations, which will protect the citizens of the European Union Member states against such attacks.
We believe as well that you are aware of the civilizational crisis created by the governments' secret possession of means enabling them to remotely manipulate the minds of their citizens.
We hope that you will stick to the values of respect for human dignity, freedom and democracy embedded in the Treaty on European Union and work for the ban of the use of technologies enabling remote manipulation of the human nervous system and mind on the one hand and the creation of totalitarian regimes of a new type, on the other. We are looking forward to your help and interest.
