This speech [a letter sent to the newspaper] of Menachem Mendel Schneerson, the Chabad Lubavitcher Rebbe, was published in the Vologda newspaper "Slavyanin», N-4 (32), 2001 in Russia.

Following the publication, the court was unable to prosecute its editor, V.F. Popov, under trumped up charges under Article 282, [incitement of national hatered] as he operated on the facts, and several Russian scientists stood up for him, including Academician Y. K. Here is what they say, "the prosecution is illegal. There is only propaganda, but not the action, and propaganda according to the existing laws is not punishable."

The case was closed due to lack of evidence. But then the court closed the newspaper. The newspaper was left without the founder. They found "reasons" for this. The City Court of Vologda has declared the Vologda's branch of the All-Slavic Council [which founded the paper] as terminated its activities. No founder - no newspaper. They cooked up a charge that states that at the time of trial the newspaper had no charter and contract with the registering organization. And this is enough according to Article 15 of the Law "On mass media" to stop the activities of a newspaper.

The Court, on November 9, 2001 annulled the registration certificate of the newspaper "Slavyanin". But the court did not stop there. They are trying to disqualify Vladimir Popov, finding him to be "a disabled person" [as though he was mentally disabled.

This was one of standard charges against the dissidents during the Soviet rule. So, this is the same exact trick they used to isolate the dissidents in mental institutions, as a result of which the entire West had screamed their heads off in their defense, morning to night, every day of the week, and for YEARS on. But where is the same West, which keeps shouting about "freedom" and "democracy" now? What about the Human Rights convention that was used to defend the "prisoners of conscience" during the communist rule in Russia?] .

Moreover, they "sew" him an extreme version of incapacity, in order to appoint a trustee for him. With this diagnosis he will not be able to make a step, or even go out on the street without supervision. We are not even talking about him returning to his editing position at the newspaper. And this is despite the fact that Popov is mentally normal person who has never been registered with any mental institution and against whom there exists not a single complaint of any kind.

The declaration of his "incapacity" comes from the prosecutor [apparently acting upon an anonymous complaint]. The case, at the request of invisible prosecutor, is currently in the production of the court of Vologda. The Court refuses to accept the Popov's defamation and slander complaint against his detractors. Who ordered this all to these "men of law" in Vologda? Who are these people? Who are they by nationality? Where do they work? This disgraceful process raises another question: don't these "men of law" take too much upon themselves? Do not they exceed their modest qualifications? How can one attempt to make an insane man out of sane?

Using the all-trusting nature of Popov, and without any charge, they take him to unknown destination, ostensibly in the interests of the investigation. As a result of this fraud (and in fact violence against the person [clearly denying his rights]), Vladimir Popov, was subjected to a number of examinations: allegedly for memory tests and re-forensic psychiatric examination in the absence of his counsel. By what right? Who are these officials, who organized all this grand farce and have exceeded their powers and authority? What are their names? What are their positions? None of it was disclosed.

And Vladimir Popov is a highly respected man. WWII veteran, who participated in taking Berlin, a retired colonel, holder of several medals of highest honor, a graduate of Armored Vehicles Academy, the chairman of the All-Slavic Council.

Popov was elected to that office eight times by the general meeting. This suggests that he is completely normal and mentally sane. If he was mentally disabled, he would never be able to edit and publish such a great newspaper!

And on what basis is Popov being spied on and followed? By what right? Who gave the order to follow Popov and spy on him? Who are these officials, who organized it all and have exceeded their powers and authority? What are their names? What are their positions?

On the heels of Popov is a vehicle with a label "escort"

Such facts are not disclosed, they are never shown on TV, in the media or print, and the course of affair is known to very few.
